Getting error message when uploading and editing in Photoshop Elements 15

I'm trying to upload images to work in Photoshop Elements 15 and I keep getting this message each time "Could not complete your request because of a problem parsing the JPEG data."  Could someone kindly help me with this issue?

    That is likely due to a Windows Update.
