Graphics Panel Does Not Completely Load

I am using MacOS 10.15 and Elements 2021. When I installed the app, going to the Graphics panel - all of the available choices do not download. I have tried to download them but get this error message. I am connected to the internet. No matter what time of day, if it is the server, it is never available!

How do I get the missing backgrounds to load?  Thank you.
