Had to uninstall in Thailand and now I can't download.

Hello, thanks in advance for the help!

I had Photoshop Elements and Primere on my laptop and I wanted to start fresh from a new hard drive full of material.  I uninstalled both applications and now I can't download form the downloads page.  I've tried an IP blocker as well in case it was a regional thing.

Does anyone have any insight into this?

    What operating system are you using?

    What happens when you try to download pse and pre?

    Thank you for the help.  Yup, that's where I'm trying to download PSE 14 from.

    I'm on a MacBook Air running sierra.  Just to reiterate, I'm in Thailand.

    When I try to download it, it gets to 0.1GB and chokes, never moving past that amount of downloaded data...
