Having problems marking in Organizer People.

Whenever I mark a person with a name, and click on the check, the screen clears.  I must then click on possibly a file until 'all people' pops up.  I can click on that, and I may or may not get back to the over 5,000 people I must tag as they are all coming up 1-2 at a time.  This is very time consuming and is becoming frustrating.  Someone, please help.  Surely, I am doing something wrong and Photoshop Element Organizer isn't this cumbersome.  Thank you very much.
