HealingBrush/Clone Stamp

My Healing Brush does not work properly & my Clone Stamp moves layers  also not stamping. Move Tool activates Magnifier also.Turned All Layers off & on. Redown loaded Element 15 . Still happens

    I'd suggest to first reset the pse 15 editor preferences and see if that fixes things.

    Go to Adobe Photoshop Elements Editor>Preferences>General (mac) or Edit>Preferences>General (windows)

    click on Reset Preferences on next launch and restart the pse 15 editor
