    What version of photoshop elements and operating system are you using?

    Since photoshop elements doesn't have the required controls to set the direction of middle eastern type you can use the following template from adobe which might work.

    windows

    Adobe - Photoshop : For Windows : Adobe Photoshop CS4 - Template to edit and create Arabic text

    mac

    Adobe - Photoshop : For Macintosh : Adobe Photoshop CS4 - template to edit and create Arabic text
