HELP!! - Error ImporterMPEG (Importer) -Windows PC, Elements 14

I'm on a Windows 10 pc on Adobe Photoshop Elements 14.

Just dragged a video mp4 format into photos and have the below message, my pc then freezes and closes

Any ideas would be great to have a step by step on how to fix it, do i need to convert into another format?

'A low-level exception occured in : ImporterMPEG (Importer)'

And

'An unspecified error occured while performing a conform action on the following fil'
