help plz

I am not able to open the photoshop elements program that I purchased from you.

Last year I subscribed to adobe cloud. I closed that account several months ago. Now when I try to open any photo on my computer it defaults back to adobe cloud to try and open it. I believe my download was successful for the elements. I have the icon on my desk top. I have tried dragging photos into it..or choosing it as an option fro the program to open with. All the icons show elements….but then when it tries to open it it diverts back to cloud…then gets “stuck” forever……in attempts to validate my license.

please advise.
