Help : Problem with PSE 15 Editor Menu Format

This question relates to PSE 15 Editor Screen and the way that the Enhance, Layer, Select, Filter, View, Window and Help buttons open.  When I click on the small arrow associated with some of the menu items associated with these buttons ie Enhance 'Adjust Colour' opens to the left of the Enhance menu.  The File, Edit and Image buttons open to the right when the small arrow is clicked ie Image 'Mode' opens to the right.  How can I change the way these buttons open so that they all open to the right?

The second issue is that the Tool Section of the PSE Editor screen is missing the captions for the various sections of tools ie View, Select, Enhance, Draw, Modify and Colour.  How can I "turn" these captions back on.
