Horrible video quality of Moving Elements mp4 export

Hello,

I'm trying to use Enhance->Moving Elements in Photoshop Elements 2023. In the preview everything looks great. But if I export the result the video quality is absolutely horrible and the video is also downscaled. I could not find anything in the preferences or anywhere else that would allow me to configure the video output bitrate or resolution. How can I get a high quality export?

    There are no options to configure the output.  This feature is probably designed for viewing on social media on a smart phone.  How are you viewing the mp4 file and what is the screen resolution?  Have you tried exporting to an animated gif?

    The output is always 1024x576 as mp4 and gif, which I would consider far too small for any modern social media. I was planning to use it on youtube, which would require at least 1920x1080. But the video is so blocky that it would be useless anyway. I don't understand why developers would limit output quality in that way and not output the best possible quality. Most social media websites would recode the video anyway.

    For content with or without ads, YouTube does not set a minimum resolution but recommends a resolution of at least 1280x720 for video that has a 16:9 aspect ratio and a resolution of at least 640x480 for video that has a 4:3 aspect ratio.

    You simply cannot get video HD output using pse--- you can reprocess it in another program like premier elements, but it will lack the true crispness of HD video.

    PSE really is not designed for HD video clips, nor does YT require 1920 x 1080.   If you were planning on using your creation for intros / outros or for YT thumbnails PSE would be just fine. 

    Over 60% of users watch YouTube videos on their phones.  What does that mean?  The widest audience doesn't really need 1920 x 1080.

    If I were making some marketing material for YouTube- which I used to do, I wouldn't use PSE to create it-- Premiere elements yes, but not PSE. 

    Below is a quick video, on my youtube channel) I did last year using the moving overlays (the snowflakes falling)   I just looped the 6 second video (the max length of of the moving overlays) over a static image of a 3D scene I created, and added some generic Christmas music.

    It's 720p, and looks just fine.
