How can I restore the drop down menus in PE9 after Windows 10 installation?

Question

After an unrequested Windows 10 installation on my pc, PE9's drop down menu boxes drop down when I click on them but there is no text in the boxes for me to select.

I have uninstalled and reinstalled the PE9 software several times unsuccessfully however on one occasion, although the problem didn't go away on the day I reloaded the software, a day or two later I ran the programme again and was amazed to find that the drop down menus were functioning correctly.

I successfully edited some photographs but was hugely disappointed when a few days later I ran PE9 only to find that the drop down menus were again missing text.

If you have Photoshop Elements 9, this is the Photoshop forum, try this form: Photoshop ElementsThough if this were happening to me in Photoshop, I'd reset my preferences.
