How can I use filter effects in PSE 8 without needing to sign in?

How can I use filter effects in PSE 8 without needing to sign in?  I've had PSE 8 for years, but recently I've tried to apply a filter effect to a picture only to be blocked from doing it.  The program automatically asks me to sign in to my Adobe ID, but since online services for PSE 8 have been discontinued, it's impossible.  Is there a patch I can install that can allow me to use filters in my older version of Photoshop without needing to sign in?

Reset preferences to default, as it is possible that this will fix it.

Do one of the following: Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.

That key combination doesn't work. Maybe it's different for Windows 7?
