How do I address licensing error number 213:19?

I am trying to use my Photoshop Elements 11 program.  I get a message that there is a problem with licensing and that I should contact customer support and mention the error number, which is 213:19.  I am VERY FRUSTRATED that there is no direct way to query a live person with this information.  The so-called customer support page just directs me to this forum.
