How do I control what displays on which of two monitors? (Elements 15)

Elements 15 seems to have some pre-programmed assignment of monitors that doesn't work well with my set up.

I have two monitors, same size.  I open Organizer and the Editor on the right-hand monitor, keeping the left-hand one for other tasks: email, Windows file explorer, and so on.  But then, for example, if I open Organizer on the right screen and double-click on a file, the enlarged view appears on the left monitor.  If I hit F11 (show film strip), it shows the toolbar for the strip on the right monitor, but the film strip itself on the left, under the enlarged view. Two menus appear on the right side of the left monitor, one to apply stars and rotate the image, the other to add to albums and apply keyword tags, but as soon as I try to click on one of them, it jumps to the left side of the monitor.  I can then pin it there, on the left, but that's very inconvenient when I'm working w-a-y over on the right hand monitor.  It won't let me pin it on the right side of the left monitor, because it jumps to the left side before I can click.

When I open a file in Editor while having Editor open on the right-hand monitor and then open a file to edit, the file opens on the left monitor and I have to click and drag it and put it into the Editor window on the right one.

How can I get control over this behavior, make things appear where I want, and stay there?  I've looked in Edit > Preferences in both Organizer and Editor and found nothing.
