How do I create and install new Picture Packages in PSE 23 ?

Running Windows 10 fully updated.  In PSE 11 it was easy to create and install new Picture Package layouts.  I have since upgraded to PSE 23 and the concept has changed in that now all the Picture Package entries are in “Read Only” folders.  It is now not clear how to either edit, create or install revised Picture Package layouts and which folders to place them in.

    You can’t create your own custom picture print packages.   There a quite a few options built it that covers just about every layout a person could want when it comes to picture packages.   

    You can create your own “templates” using clipping masks, which does not seem like what you are looking for.

    You can also create frames, which I think the average user would find a bit confusing. 

    Other than doing that, it seems like what you are looking for simply is not available.

    I even downloaded a picture packet plugin for photoshop just a few minutes ago- it actually has less options that what is found in PSE.   The plugin was designed for an older version of photohop.

    Thanks for the prompt reply but I have now found a method of generating new Picture Package layouts.  If you can access the Layout files by using the Administrator facility then the “advice” is now only partially correct.  While the layout is correct the Inch and Pixel layouts are specifically for US sizes and International sizes which are not close to the US ones.  e.g.  the A3 and A3+ layouts are contained in the US (inch) layouts folder as 10 X 16 and 13 X 19 respectively.  Where there is a close relationship e.g. Letter and A4, there is a separate folder using only “cm”  sizes for the paper.  Look under (UK version of PSE 23):-

    C:\Program Files\Adobe\Elements 2023 Organizer\Assets\locale\en_us\layouts and there the paper size is 19.0 27.7.  These A4 files are also in other\locale\European layout folders.

    To summarise it seems that the paper size indicators determine which folder(s) the Layouts are stored in.  When access to the layouts folders is possible new layouts can be inserted using the general (inch paper) folder for A3 and A3+ packages and     >Assets\locale\en_us\layouts and others for the A4 packages.

    I’m sorry if this is a mite garbled but it seems that Adobe has changed the criterion for selecting folders to paper identity i.e.inches/pixels or cm.  If you cannot access the relevant folders via the Administrator function the Layouts folders can be read and written by using the Folder Layouts\properties>Security tab and adding your name (via Edit) to the users.  You can then choose to add “Full control”.
