If you have a look at the suggestions of answers in the right part of this forum, you'll see that discussions on this topic are active on other softwares: InDesign, Acrobat, Illustrator...

Photoshop Elements is mainly a photo editor, not a page layout or printing software. It uses the same  printing solutions offered by the home printers with their drivers, not all the 'pro' printing options necessary to print on commercial presses.

To get an idea of the alternatives to the Adobe InDesign, do your own searches, like this one:

You'll see that even the free open source Scribus requires a serious learning curve.
