How do I get Photoshop Elements 12 to work with Windows 10?

I have been using Photoshop Elements 12 successfully for a few years, using an earlier version of Windows. When my computer upgraded to Windows 10, Photoshop Elements 12 became dysfunctional. It only partially loads, and is completely unusable.  I tried uninstalling and reinstalling, with no improvement. What do I do?  I'd prefer to keep my existing Photoshop program, but will upgrade if there are no other options.
