How do I get to settings and stop Google Drive

I ave 160, 000 pictures in my Organizer.  I use Google Drive.  This was okay, until Google Drive uploaded all 160,oo picture and videos and charges me £7.99 to do this.  I do not need this, as I back up every so often onto an external hard drive.  Is there a method of getting to settings?  Secondly, can I switch this feature off.  I only need Goodle Drvie for those pcitres I take with my camera phone and pictures saved from the internet.  Thank you.
