How do I insert a watermark (separate file) onto my photo in Elements 14?

I'm new to this software and can't figure it out. I can find tutorials on MAKING a watermark, but I don't need to do that.

Put it on a layer above the photo and decrease its opacity.

Save the file as a psd in case you need to modify it, but also flatten it or save as a jpeg to make your watermark layer uneditable.
