How do I re-install PSE 10 after it has been erased instead de-activated?

A "PC Service" deleted my PSE 10 without de-activating it first.  When I try to re-install it, it only claims that the respective file is empty!  What do I need to get it to reinstall?

The license is for use on two machines. If PSEv.10 was installed previously on only one computer, you should be all set. If you think that deactivation is necessary in view of this constraint, you need to contact Adobe directly.

Thank you, I tried it.  But again the "installation program" tried to de-install PSE 10 and claimed, "the older is empty"!  -  Now I am back where I started!   And trying to contact Customer Service resulted in attempts to sell additional programs.
