The process to migrate to a new computer is not an 'upload', it's explained here:

Move Elements Organizer catalog

It is a two step process.

1 - you create a full backup from the file menu to an external drive. A backup folder containing everything to restore both your images and your catalog is created. It's not a simple copy and it can only be used to 'restore' anything where your want.

2 - From the new computer with the organizer, you 'restore' where you want, using the backup folder on the external drive.

I did not get a new computer just updated my program to Elements 18 from Elements 15. Is it done the same way?

Since you install Elements 2018 on the same computer which holds your image files folder library as well as your catalog(s), there is absolutely no change in your image files, you simply need to 'update' or 'convert' the catalog. That means reading the old catalog and creating a new one with the latest database format.

You install Elements 2018 and pay attention to a message at the end of the process: it asks you if you want to 'convert' the old catalog. You simply agree to that process and you are ready to go with the new catalog. The old one is still working with PSE15. If you miss that dialog, not a problem. The Catalog manager has the option to 'convert' any catalog on your drive. The conversion is reasonably fast.
