How to aquire Frame from Video option in Elements 13

When I choose File-Import the only option that appears is WIA Support. A tutorial I saw says there should be a Frame from Video option.  Do I need to download this ?  If so, how?

    No, that feature has been dropped in recent Elements versions.

    You might use external software like VLC media player to capture a frame from your videos.
