How To Change a Background in PS19

I currently have PS15 and thinking about upgrading to either 18 or 19. I plan to use photoshop MAINLY for selecting a image and transfer it to a new background.

    I don't think anything has changed in the workflow between PSE 15 and 2019.  However, there are some enhanced selection tools.

    Greg is correct, but the new collage feature in PSE 2019 lets you change backgrounds and layouts automatically.
