How to change color of Horizontal Type Tool (T) outine?

How can I change the color of the Horizontal Type Tool (T) outline ("dancing ants") -- and perhaps outlines of other tools -- in Photoshop Elements 2019?

When I select the tool and drag to open a textbox, I cannot see the outline against the color of some backgrounds.

I see how to change the color of the text itself.

But I do not see how to change the outline of the textbox.
