How to do dots in elements ? like in old comic book covers...

I am trying to recreate the look of old comic book covers. These covers appear to be dots. Is there way to accomplish that with Elements 2025 ?

That would be what I want to do. Thanks. However I am doing it with a solid color. Not an image as is in this you tube. I do not think I necessarly need to start with comic to accomplish that asa goal. I am going to play with it. The presentor starts explaining what I need to do about 10 min in.

Just use a halftone brush, done.

Yes.  Use the Filter>Sketch>Comic effect.

I am using only one color that matchs the original cover I am altering. I use the eye drop to color match and arrange the fill to be the size of the cover. I then had to simplfy the color fill to play with it. I cannot achive the dot arrangement that can be seen with old comic book covers. Which of the comic effect choices ? Thanks
