So once again how to upload version PSE 9 to my new laptop

There is no download version, so do as hatstead suggested or use an external disc drive.

Do you have the CD?

If you have the disk and your new laptop does not have a CD drive, copy the disk to a thumb drive on another computer and install via USB.
