Can you use the serial number and download Adobe Photoshop Elements 2020 on my Apple Air Pad2. And if so, can you giv me the steps to do it.

Which product are you referring to exactly? Apple does not sell a product by that name.

If you mean the Apple iPad then the answer is no. Photoshop Elements requires a desktop operating system such as macOS Catalina or Big Sur.

You can only install apps from the Apple App Store on the iPad.

Adobe Photoshop (full version but still missing some features found in the desktop version) is available for the iPad
