how to "Fill" in Elements 2019?

In Elements 2019, where is the Magic Wand? 

How do I Select a shape (or shapes)?...

...and "Fill" (Option/Delete?... other?) ...

to change the color from black to blue or to any color?

Used to be able to do this... cannot now.  😞

    The magic wand is still available. You will find it with the other selection tools. See image. Choose it from the tool options at the bottom. Do try the auto-selection tool. With one click on an object it will select it automatically.

    You can click on the black/white color tiles to choose a color from the color picker. To fill a selection use the paint bucket or brush tool.

    The delete key or backspace key will switch the color or if the selection is on a blank transparent layer the color pixels will be removed.

    Don't know how I missed it... but once I knew where to look for it (at the bottom of screen),

    there it was... and then the "Similar" command came up and it worked great from there.
