I have an older version of Adobe photoshop elements 13. I had it installed on Windows 7. I now have a new Dell XPS and Windows 10. Do I need to upgrade to the Adobe Photoshop 2020?

You should be able to install PSEv.13 on your new machine without a problem, providing that you have the disk and serial number.
