How to load PS Elements version 17 [PSE 2019] on a second computer

I have tried to load PS Elements on my new laptop and have not been able to.  When I enter my serial number, it tells me that the number is invalid.  I bought the software from Adobe! I have chatted with the help desk and they have not been able to help me.

I am told that indeed my software is loaded on only one machine but has been activated 6 times and that maybe why it will not let me load it on another machine.  Why would I activate the software 6 times on the same device?

So the help desk has punted and told me to ask the eperts for help - this is what I am doing.
