How to move Photoshop Elements 13 to new PC

I'm an inept user who just upgraded PCs from Windows 7 to Windows 11OS.  The web browser on my old PC is no longer supported and I can't even deactivate or signout of my Photoshop Elements 13 (it keeps telling me I'm no longer connected to the internet).  Because I'm so behind in tech knowlege and am just now learning the basics, I need to save my sanity and use my current PE 13 for a while.  Am I out of luck or can someone walk me through it?  Thanks!

Let us know if you have any difficulty activating the program.  Do you have a new computer?  If so, does the old one work?  And do you catalog your files in the Organizer?

1. log into your adobe account by clicking on your icon in the upper right corner of this page.

2. PSE is under the plans and products listing.
3. Look in the products, not the plans tab.
4. download it from there.  You serial number is there as well.

I van't thank you enough!  I just read your reply and followed the instructions.  It is downloading now!

I noticed that the download process will take 3 hours and has my program listed as: PhotoshopElements_13_Trial_LS25_win64.exe

Is that fairly standard for having such an old version?

Thanks,
