How to select the ruler option in PSEl It is grayed out

Am using PSEl 21 with Windows10

I want to add the ruler in my PS workspace but when I go to the View window the ruler option is grayed out

What am I doing wrong?

You need to be in 'expert', not 'quick' mode and to have a picture opened in the editing space.
