How to stop the Cloud prompt upon launch

Hello.  Is it possible to STOP the prompt to connect to the cloud when launching the software?  I don't want to connect to the cloud or save my documents there.  I'm on a Mac Desktop running Ventura 13.1 and accessing Photoshop Elements 2023 21.0.  Thanks.

I think that if you install Adobe Creative Cloud, the prompt will go away. You don't have to buy anything.

Did you click on Repair?

 

For better or worse recent versions of Photoshop Elements rely on the Adobe Creative Cloud Application to run and update properly.

I did not click on "repair" because I don't want to be connected to the cloud.

Is it asking you to Sign In with your Adobe Account to Photoshop Elements 2023?

Thanks for your response.  It's not asking me to sign in to my account.  I get this is every time I launch Elements.
