How to switch text from outside of circle to inside in 2019 Elements

I am trying to find a way to have text outside of a circle flip to inside of the circle so it is not upside down on the lower half. I found a 2013 tutorial that makes a duplicate copy of the text and then rotates it to the bottom half of the circle, but then he simply drags the text to the inside which I don't seem to be able to do in mine.  I can't figure out how to flip it to the inside or do anything so the text is not upside down.  Any help would be wonderful!

Do you want both the bottom and top text on the outside of the circle like below?
