I am having trouble opening photoshop

I have been unable to open Photoshop for the past several hours, now. I am using Photoshop Elements 9 on a Windows 8 OS. I have tried re-installing, and restarting my computer. I opened up my task manager and saw that it is running in the background, but I am either unable to see the welcome window or it pops up and as soon as I click the edit button, the window disappears and nothing happens.
