I am unable to update photoshop elements 13--I keep getting a error message

I have updated Photoshop elements 13 at least 4 or 5 times and I keep getting a Error message. Anyone have a answer to this issue?

Do you get any error code when the update fails?

Try restarting your machine once and then follow the instructions mentioned in the article Error U44M1I210 when installing Adobe Creative Cloud or Creative Suite 6 updates

I followed these directions and still have no luck--The Adobe Application

Manager stops the update at exactly 13% after I have downloaded it---This

13% business has happened repeatedly--and has burned up many minutes of my

time---any solution to this aggravating upload stuck at 13%
