They don’t appear to be an authorized reseller:

I would try contacting Officeworks and see if they can help.

According to Copilot ...

Officeworks in Australia is somewhat similar to what Staples, Office Depot, or a combination of Best Buy and Staples would be in the United States, because it sells:

Computers and electronics
Printers and accessories
Office supplies
Furniture
School supplies
Print and copy services [officeworks.com.au], [officeworks.com.au]

So, while it is not a global giant like Amazon or Walmart, Officeworks is considered a major national retailer in Australia, with thousands of employees, hundreds of stores, and billions of dollars in annual sales.

So the reseller list may possibly be in need of an update but good catch Peru Bob.

You need to redeem the code after log-in. That is how your purchase gets linked to your Adobe ID.

Product Activation Instructions

1. Visit: https://redeem.adobe.com/elements

2. Create an account or click sign-in for your existing Adobe account. Please note that the redemption code will be linked to your AdobeID enabling product download at any time from your Adobe account during the three year license period

3. Enter the 24 digit redemption code or copy & paste it into the first field; then click “Redeem code”

4. Click “Get Started”

did you pay A$ 160, or much less? If much less- you probably got scammed.

How Activation Works

Redemption Code / Key: If you purchased a boxed copy or a digital code from a retailer, you receive a code with your purchase.

Online Redemption: You redeem the code by visiting Adobe Elements Redemption Page.

Account Sign-in: During installation or upon opening the app, you sign in with your Adobe ID to complete the license activation.

License Type: Adobe sells Elements as a non-subscription purchase (such as a 3-year term license introduced in recent editions), meaning it does not require a monthly Creative Cloud subscription.
