Your camera is too new, each new camera comes with its own unique format that older converters can't read.

Your choice now is either to pay the update to the current PSE version (PSE 2018),

Or to download the free Adobe DNGconverter mentioned in the faq.

That independent software (not a plugin) can batch convert a whole folder of your raw files to the DNG raw format that your PSE13 can read and edit. An additional (batch) step, but free.
