I can,t use photomerge in Photosho Elements 2024. Problem with tools

Tengo photoshop elements 2024 y no puedo usar photomerge. Las herramientas de automatizacion estan bloqueadas. El sistema operativo es Windows 10- No puedo utilizar  aligning layer, se bloquea
