I cannot register elements 10 on new laptop

HI

I have installed Elements 10 on new laptop, and have now permanently deactivated it on my old computer.

I have an Adobe ID and am logged in but when i started the registration process in Elements it wont proceed any further saying 'you cannot register at this time'?

Can anyone suggest how i proceed.
