I'd like some help with the following for MAC Photoshop Elements 25 (P.S. I've never had an issue with other versions on a MAC or PC. I'd like the crop option to open at "Use Photo Ratio" every time. Thanks

Thank you. I disabled it, however it opened as custom after setting it at photo ratio when I restarted. 

Try turning off Enable Crop Pre-Selection in the Edit>Preferences>General screen.  Once you have chosen Use Photo Ratio in the Crop tool, it should remain sticky.
