I have just upgraded to Photoshop Elements 26 , downloaded successfully but cannot open the programme

I have been using Photoshop Elements 14 very happily for 3 years but had to renew my licence thus upgraded to Elements 26. I am using Windows 10 and and the upload chugs along for 10 minutes or so until complete, ending with a page saying ‘Opening the Photoshop Elements app’….and that’s where it stays.

I have Windows 10 Home 22H2, Pentium CPU 2.41GHz, 16MB RAM, 64 bit operating. When swithcing on the PC a message states that Elements cannot be opened because “0Xc0000142”
