i have photoshop elements i can down load it but cant open or run it

I've got Windows 10. I've downloaded and installed photoshop elements 2023. I've been working with previous versions for years with no problem. I can open it up but it's as though it's totally frozen. It won't let me click and open anything. I can't even drag jpgs into and I can't even close the programme down, other than by using Task Master. I've uninstalled and reinstalled it, but still nothing. Please can you assist me? Thanks

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).
