I installed Photoshop Elements 3 fine but cant register on my product help

I installed photoship elements 3 with the serial on the cd case just fine. But when I went to register it on my product it gives an error, need help

Photoshop Elements 3 doesn't need to be registered to work.

Registration from within photoshop elements 3 no longer works, though depending on the operating system, pse 3 will keep displaying the registration screen and additional steps need to be taken to make it go away on a permanent basis.

Have you registered pse 3 before?

What operating system are you using?
