I need help with re-installation of Photoshop Elements.

I've bought Photoshop Elements-13 in November 2014 and I still have it's serial number. Today SSD-disc on my computer was formatted due to some problems with computer, and Windows was reinstalled. And now I can't reinstall Photoshop. I entered serial number, I agreed with licence, but Photoshop doesn't open and doesn't work. When I try to start Photoshop or try to open with it some picture, the programm offer to visit Adobe's web-site, to log-in there and then to agree with licence again and again. I use Photoshop Elements only at one additional computer.

If you didn't deactivate before you reformatted the disk, you may not be able to activate it.

You are only allowed two activations at any time, and the old disk would count as one if not deactivated.

The program doesn't tell that "Activation limit reached" or something like this, but requires to visit Adobe's web-site, to log-in there and then to agree with license again and again.
