I need the number of deviced reset for Elements 14

I have elements 14 have since 2015. It was on a old device which broke years ago I now have a reason to use it again but it says I need to deactivate the old one. I went to my profile though and it says I dont have anything activated there. So not sure what to do.

Try activating offline, using the instructions found here Some users, under some circumstances, have been able to activate a legacy license.

When you look at your profile:   "Activated devices" only applies to things you subscribe to (and are part of the creative cloud family)  Such things include photoshop.   PSE is not part of the creative cloud.

Just like Jane-e said: You are out of luck and can forget about using pse 2014. 
There is no reason to get upset about a "perpetual liscense"- you are simply out of luck of ever using pse 2014 ever again.

Yes why would I be upset about never being able to use something called a perpetual liscence again that I paid for. Thanks adobe what a wonderful comapany.

"I think in Adobe's case, and most software companies, "perpetual" means "not subscription". It doesn't mean the software is supported forever by Adobe or will even run forever on newer OSs and CPUs. Generally, all software has an EOL (End of Life)..."

Adobe does not reset activations. If you don't have an available activation, then unfortunately, you will not be able to activate Elements 14.

So are they just called perpetual liscence but thats like just a lie?
