You have to be in Expert mode for it to work. You are probably in Quick mode.

I see. I'm using version 13 and just got 2021. Still don't work in my 2021 version.

Enhance > Colorize Photo was new in Elements 2020.

Which version of Elements are you running?

What version of Elements are you using? The Colorize Photos option was added with Elements 2020, I believe.
