I want to custom order my list of albums, not customize order of photos in an album

I'm having a hard time searching for this option.  But looks like the "Albums" feature under Elements is very similar to "Collections" feature with Lightroom.

I want to make a bunch of albums of my photos, each custom sorted - (I know how to do that with "album sort" feature).  But I ALSO want to custom sort my list of albums under each album category - i.e. NOT be alphabetized but ALSO in a custom order of my choosing.

I know I can rename my albums under each album category and the album seems to stay in the same place.  But when I exit Elements and re-open it, the app reorders my set of albums under each album category alphabetically.  Why is that?  Why can't it just keep it where I want it or custom sort my list of albums?
