if i own Adobe photo Elements 2024 can i use the upgrade box from amazon to get Adobe Premiere

I suggest that you try contacting Elements support. You can start a chat session by going to the Contact Adobe Support page  and clicking on the chat button in the lower right corner of the page. Make sure you are signed into your Adobe account and try typing Agent when the chat window opens.  They will probably give you a price equal to the current combo price (with credit for your purchase of Photoshop Elements 2024 if you purchased from Adobe).  This will likely be better than an upgrade price as a prior owner.

I would be very cautious with that link:  It does not appear to be an actual Adobe product, listed by adobe, rather it is listed by a reseller.   Also:  To the best of my knowledge: It claims "windows 7" however, it won't work with windows 7- according to Adobe. 

Looks like you can when buying from the Adobe website, which is quite a bit cheaper if you only need the Windows version.
