In the Expert mode you can also go to Layer>Layer Style>Style Settings.

You can access Outer Glows in the Expert Room by navigating to Window->Styles and then selecting 'Outer Glows' from the dropdown in the right panel.

You don't state which version of PSE you are using.

In my version, I can access it via the Effects palette. (Go to Window menu and check "Effects.)  In the Effects palette scroll down in the drop-down until you find it,
